You. Budget neutrality is one of the most difficult issues we deal with in it that it basically, the physician fee schedule is the only federal spending that has to be budget neutral. If they go over on any other spending like they do for the military, it just goes to the national debt. But unfortunately for us, if it goes to physician fee schedule and they give a raise to some codes, as sometimes happens, they have to take it from the other codes. So when the ENM codes were given a raise a year and a half ago, all the non ENM codes had to be cut in order to pay for that raise.
